Vehicle owners in Kupwara must reregister out-of-UT vehicles: ARTO

Kupwara, Dec 12: The Office of the Assistant Regional Transport Officer (ARTO), Kupwara, has issued a stringent warning and a public notice to all residents operating vehicles purchased outside the Union Territory (UT) of Jammu & Kashmir.
In an official notice issued today, the ARTO Kupwara stated that it has come to the notice of the office “that a significant number of vehicle owners residing in District Kupwara are using motor vehicles purchased from outside the Union Territory of Jammu & Kashmir without completing the mandatory re-registration process in the UT.”
The office further highlighted that “in many cases, No Objection Certificates (NOCs) have already been issued by the Transport Authorities of the respective States/UTs from where these vehicles were brought. Despite this, the required re-registration has not been carried out by several vehicle owners.”
Authorities clarified that “operating an un-re-registered vehicle within the jurisdiction of J&K is a violation of the Motor Vehicles Act, 1988, and also creates administrative and enforcement difficulties for the Department.”
Accordingly, all such vehicle owners are “hereby directed to complete the re-registration of their vehicles within Fifteen (15) days from the date of issuance of this notice.”
The notice warns that failure to comply “shall lead to the following actions: Seizure/Impounding of the vehicle as per the provisions of the Motor Vehicles Act. and Initiation of penal action as prescribed under the relevant statutory rules.”
The directive has been issued under notice number ARTO/KUP/2025-26/846-849, dated 12-10-2025, and is signed by (Mohammad Shafahi), JKAS, Assistant Regional Transport Officer, Kupwara.
Affected vehicle owners are urged to visit the ARTO Kupwara office or contact via the official portal at jktrans.nic.in and email jk09kupwaraoffice@gmail.com for procedural details to avoid punitive measures, the notice said.
