J&K Mechanical Engineering Graduates demand reforms, regularisation

  Srinagar, Feb 21: The Jammu and Kashmir Mechanical Engineering Graduates Association (JKMEGA) convened a crucial meeting on Saturday here under the leadership of its President, Er Firdous Ahad Bhat. The gathering focused on long-standing issues affecting the engineering community and public service delivery in the region. The President apprised the members of the progress and current status of several long-pending issues, particularly placement against vacancies at all levels, regularisation of services, implementation of the Assured Career Progression (ACP) scheme, and the long-overdue reorganisation of the Mechanical Engineering cadre across various departments, the Association said in a press release issued here. The members emphasised the urgent need for expansion and optimal utilisation of the Mechanical Engineering cadre within the Jal Shakti Department. It was pointed out that the existing structure—where, on average, one Mechanical Division caters to four to five districts across Jammu and Kashmir—dates back nearly four decades. Such an outdated framework, they observed, is unjustified and poses a serious impediment to efficient public service delivery. In this regard, the Association appealed to Chief Minister Omar Abdullah; Minister for Jal Shakti, Javed Ahmed Rana; Advisor to the Chief Minister, Nasir Aslam Wani; Chief Secretary, Atal Dulloo; and Additional Chief Secretary (Financial Commissioner), Jal Shakti Department, Shaleen Kabra, to review the proposal for reorganisation in the larger public interest. The Association proposed that, keeping in view the mechanised future and the growing demand for efficient public infrastructure, each district should be strengthened with one dedicated Mechanical Division in the Jal Shakti Department for both PHE and I&FC wings. Furthermore, considering the increasing volume of work and financial responsibilities, the members demanded the creation of a separate post of Mechanical Hydraulic Chief Engineer—on the pattern of other states—to function under the proposed Engineer-in-Chief of the Department. The Association urged the government to implement the ACP scheme on an urgent basis, stating that empowering the engineering community is essential for strengthening public service delivery and ensuring efficient governance.  They reminded the administration of the urgent attention to pending regularisation files at all levels and immediate placement in available vacancies at Xen, AEE & more importantly AE level. They conveyed for the immediate referral of vacant JE (Mechanical) posts to SSRB The meeting concluded with a collective resolve to continue pursuing these genuine demands in the best interest of both the engineering fraternity and the people of Jammu and Kashmir.
