Health Ministry grants national quality certification to DH Baramulla

Srinagar, Nov 12: The Ministry of Health and Family Welfare, Government of India, has granted national quality certification to District Hospital, an associated hospital of Government Medical College Baramulla, under the LaQshya (Labour Room Quality Improvement Initiative). The certification addressed to the Mission Director (NHM), Department of (H&FW), Government of J&K, by the National Health Systems Resource Centre (NHSRC), of the GoI, congratulated Jammu and Kashmir for taking up one public health facility for national-level external assessment. This recognition places the Baramulla hospital among the country’s top-performing public health facilities committed to improving maternal and newborn care. It said that the vital health facility underwent external assessment by the empanelled external assessors on September 29, 2025 During the assessment, the hospital’s Maternity Operation Theatre and Labour Room were evaluated on various quality parameters, achieving impressive scores of 92.83 per cent in the Maternity OT and 89.50 per cent in the Labour Room. “The certified health facility should strive to work on recommended areas of improvement, as given in executive summary and submit the action plan to the State Quality Assurance Unit, which is expected to verify the improvement during the surveillance audits and submit the status to Certification Unit NHSRC along with the surveillance reports,” the certification read. The DH Baramulla has demonstrated remarkable performance across multiple parameters during the external assessment under the LaQshya certification programme. The evaluation revealed consistent quality standards in several key areas of hospital functioning. The hospital achieved impressive scores in Service Provision (94.44%), Inputs (93.1%), and Support Services (94.29%), reflecting its commitment to maintaining efficient infrastructure, adequate resources, and smooth service delivery mechanisms. Additionally, as per the certification, the facility scored 90.91% in Patient Rights, indicating that patient care, respect, and satisfaction remain central to its healthcare approach. Further, the hospital recorded 89.88% in Clinical Services, demonstrating sound clinical practices and adherence to treatment protocols, while Infection Control earned a commendable 98.41%, highlighting effective hygiene and safety measures. The Quality Management area stood at 83.93%, showing room for improvement in administrative and monitoring aspects, though still within an excellent range. Notably, the Outcome section achieved a perfect 100%, underscoring the hospital’s success in delivering quality healthcare. Dr Parvaiz Masoodi, Medical Superintendent of Associated Hospital, GMC Baramulla, said they have been working hard to improve patient care services across as the facility caters entire north Kashmir, adding that such national recognition serves as a strong encouragement for everyone’s efforts. "It was impossible without the leadership of Principal GMC Baramulla, Prof Dr Majid Jahangir, and the coordinated efforts of the hospital team," he said. LaQshya is a public health initiative launched by the Indian government to improve the quality of care for mothers and newborns during childbirth in public health facilities.
