Addresses NDC officers, underscores decisive policy against terror Says India will respond decisively to terror threats   Srinagar, Sept 24: Lieutenant Governor Manoj Sinha today said that under the leadership of Prime Minister Narendra Modi, border areas in Jammu and Kashmir are being transformed in line with a new national vision, where villages in forward areas are seen as “first villages”, not “last villages”. “This change in perspective reflects our commitment to the holistic development of border communities, recognising them as the first line of defence,” the Lt Governor said. He was speaking during an interaction with a delegation of senior officers from the Indian Armed Forces, Civil Services, and friendly foreign nations, currently attending a course at the National Defence College (NDC). Sinha outlined the government’s strategic approach to developing border areas, focusing on a balance between economic growth, security, and socio-cultural integration. “We have developed robust connectivity, promoted trade and tourism, and ensured electricity and internet access to many villages that had remained without such facilities since 1947. This has significantly improved the quality of life in these areas,” he said. Addressing broader national security issues, the Lieutenant Governor praised India's evolving defence strategy. He cited Operation Sindoor as one of the country's boldest military responses, undertaken under Prime Minister Modi’s leadership. “India's strategy of balanced restraint with assertive action has redrawn the red lines against terrorism,” he said. Sinha made it clear that any future terrorist attack on India would be considered an act of war, and the country is prepared to respond with precision and decisiveness. “India will not tolerate nuclear blackmail, and it will strike firmly and directly at terrorist hideouts if provoked,” he asserted. The Lieutenant Governor concluded by highlighting India’s civilisational values and global outlook. “India’s ancient mantra of ‘Vasudhaiva Kutumbakam,’ the world is one family, will continue to guide the path towards universal brotherhood and global unity,” he said. The interaction was part of the NDC's curriculum, aimed at providing officers with insights into India’s regional, strategic, and developmental priorities.
