Two officials attached over biomedical waste disposal violations in Bandipora

Srinagar, Jan 13: The Health Department has initiated disciplinary action and ordered attachments of two officials of District Hospital Bandipora following alleged violations of Biomedical Waste Management norms during the disposal of expired medicines. According to an order issued by Chief Medical Officer (CMO) Bandipora, Sanitary Inspector Mustafa Ahmad and Junior Pharmacist (Store Keeper) Altaf Hussain Mir have been attached to the office of CMO with immediate effect, pending the outcome of the enquiry committee’s recommendations. The action follows an order issued by Medical Superintendent, DH Bandipora, constituting an enquiry committee after it was observed that sanitary workers were present and involved during the burning and disposal of medicines at the hospital premises—an act considered a serious breach of safety and environmental norms. In a separate communication, the Medical Superintendent issued an explanation show-cause notice to Sanitary Inspector Ghulam Mustafa Ganie, seeking an explanation within 24 hours. The notice stated that under the Biomedical Waste Management Rules, 2016, handling and disposal of biomedical waste, including expired medicines, must be carried out only by authorised and trained personnel under strict supervision. Allowing sanitary workers to participate in such activities was termed a failure of supervision amounting to negligence of duty. “The presence of sanitary workers during the burning of medicines reflects a failure on the part of the Sanitary Inspector to exercise due supervision and ensure compliance with the Biomedical Waste Management Rules, thereby amounting to negligence of duty,” said the explanation. The Sanitary Inspector has been directed to submit a written explanation within 24 hours explaining the circumstances under which sanitary workers were allowed to be present during the burning of medicines. Meanwhile, in another administrative order issued in the interest of administration, Pharmacist and In-charge Stores Altaf Hussain has been attached to the office of the Chief Medical Officer Bandipora and relieved from District Hospital Bandipora with immediate effect. He has been directed to hand over complete charge of the hospital stores to Pharmacist Reyaz-ul-Haq Bhat. The order further directed Dr Umair Qayoom, Medical Officer (Stores), to ensure proper handover and takeover of store charges in accordance with prescribed rules.
