Srinagar, Feb 20: The Jammu and Kashmir government on Friday placed Er Imtiaz Ahmad, In-charge Executive Engineer (Civil) of the Srinagar Municipal Corporation (SMC), under suspension with immediate effect, pending an inquiry into his conduct.
According to an official order issued by the government, the action has been taken in terms of Rule 31 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956. The suspension follows a reference received from the office of the Deputy Chief Minister, J&K (No. PS/DCM/J/2026/201 dated 09.02.2026).
The order states that during the period of suspension, Er. Imtiaz Ahmad shall remain attached to the office of the Chief Engineer, Public Works (R&B), Zone North, Kashmir, and will be entitled to suspension allowance as admissible under rules.
In the interim, the charge of Executive Engineer, City Roads (SMC) Division, has been assigned to Er Fareed Ahmad Khan, In-charge Executive Engineer, Public Works (R&B) Division, Dalgate.
The government has appointed Er Sushil Kumar, In-charge Chief Engineer, Public Works (R&B), Zone North, Kashmir, as the Inquiry Officer to investigate the allegations against the suspended officer.
The inquiry will specifically examine the quality of macadamisation works and other developmental projects executed in the City Roads Division over the past two years under the supervision of Er Imtiaz Ahmad.
The Inquiry Officer has been directed to submit his report within 30 days. Er Fareed Ahmad Khan will act as the Presenting Officer in the matter.
The order further clarifies that any modification in the postings of the Inquiry Officer or Presenting Officer shall not prevent them from performing their assigned duties under this directive.
The order has been issued by Financial Commissioner (Additional Chief Secretary) Anil Kumar Singh, IAS, by order of the Government of Jammu and Kashmir.
