RTO Kashmir sets week's deadline for clearing pending challans

Srinagar, Jan 08: In a bid to tighten road safety enforcement across the Valley, the Regional Transport Office (RTO) Kashmir has directed all two-wheeler owners to clear their pending challans within seven days, warning that strict penal action will follow against those who fail to comply.
The directive comes amid growing concerns over widespread violations of traffic regulations, particularly helmetless riding and other dangerous driving practices reported across various districts.
According to a notification issued by RTO, numerous two-wheeler riders and pillion riders continue to defy provisions of the Motor Vehicles Act, 1988, by riding without protective headgear and committing repeated traffic violations despite earlier warnings.
It read the increasing number of such cases has raised alarms over safety risks, prompting the department to intensify its crackdown.
“It has been observed that several two-wheelers are being operated in violation of statutory provisions, endangering public safety and putting lives at risk,” the RTO noted, adding that challans issued over the past weeks remain pending with many vehicle owners yet to respond.
The notice issued by the department mandates that all pending challans must be cleared within seven days from the date of publication. Failure to do so, the RTO warned, will lead to action under relevant sections of the Motor Vehicles Act, including enhanced penalties, suspension of documents, and even seizure of vehicles if required.
Officials further stated that the move aims to restore discipline on the roads and curb the rising trend of non-compliance. “This is not merely an administrative order; it is a step to safeguard public safety,” an official said, emphasising that enforcement teams will intensify monitoring in the coming days.
The RTO has appealed to commuters and vehicle owners to adhere strictly to traffic rules and cooperate with authorities to ensure safer road conditions across the Valley.
