J&K’s NP-NCD utilisation jumps sharply in 2024-25: Health Ministry

Srinagar, Dec 12: Jammu and Kashmir (J&K) has seen a steady rise in funds approved under the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD) over the past three financial years, with a significant jump in utilisation in 2024–25, the Ministry of Health and Family Welfare informed the Lok Sabha. The details were recently shared by the Union Minister of Health and Family Welfare, Jagat Prakash Nadda, in reply to a question on the amount of funds allocated and utilised under the NP-NCD in the country. As per official data on State/UT-wise SPIP (State Programme Implementation Plan) approvals and expenditure under the National Health Mission (NHM), J&K was sanctioned Rs 792 lakh in 2022–23, of which Rs 202.20 lakh was utilised. In the subsequent financial year 2023–24, SPIP approval for the UT increased to Rs 882 lakh, while utilisation stood at Rs 208.39 lakh, showing only a marginal rise compared to the previous year. However, the ongoing financial year 2024–25 shows a marked improvement in expenditure. Against an approval of Rs 1,016.40 lakh, J&K has already utilised Rs 530.60 lakh, more than double the spending recorded in each of the preceding two years. Officials said the rising expenditure trend reflects an enhanced focus on strengthening screening, early detection and management of non-communicable diseases across the Union Territory. The reply also stated that, as per the ICMR-India Diabetes (ICMR-INDIAB) study, which was conducted in the 31 States/UTs in the period from 2008 to 2021 among the adults aged 20 years and above, the overall weighted prevalence of diabetes was 11.4%, pre-diabetes 15.3% and hypertension 35.5%. The implementation of Population-Based Screening under the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD) is reviewed through real-time data analytics and monthly reports from the National NCD Portal. The minister in the reply said the program is also assessed under the Common Review Mission of the Ministry. State NCD Programme Implementation Plans (PIPs) are appraised by the National Health Mission (NHM) for the release of funds. The Ministry of Health and Family Welfare provides technical and financial support to States and Union Territories across the country under the NP-NCD as part of the NHM. The programme focuses on strengthening infrastructure, human resource development, screening, early diagnosis, referral, treatment, and health promotion for NCDs. A population-based initiative for the prevention, control and screening of common NCDs has been rolled out nationwide under the NHM as part of Comprehensive Primary Health Care. Under the “Swasth Nari, Sashakt Parivar Abhiyaan”, conducted from Sep 17 to Oct 2, 2025, the Ministry undertook comprehensive screening activities for women across the country. As per the ministry, during the Abhiyaan, health camps were organised at Ayushman Arogya Mandirs (AAMs), Community Health Centres (CHCs) and other health facilities, wherein women were screened for hypertension, diabetes, as well as oral, breast and cervical cancers. Under the campaign, 1.78 crore individuals were screened for hypertension and 1.73 crore for diabetes, while 69.56 lakh were screened for oral cancer, 37.9 lakh for breast cancer, and 19.3 lakh for cervical cancer.
