Srinagar, Feb 20: The government on Friday said the Jammu and Kashmir Public Service Commission (JKPSC) does not conduct any online examinations and continues to hold recruitment tests strictly in offline mode.
Replying to a question raised by MLA Surinder Kumar in the Legislative Assembly, the Minister-in-Charge said that the JKPSC conducts examinations either through OMR-based offline tests or descriptive written examinations. “No online examination centre is used by the Commission,” the minister said.
The government further clarified that the JKSSB is also not conducting recruitment examinations through online or computer-based platforms. Since August 2023, all recruitment examinations have been conducted in offline mode through OMR-based written tests.
"Examination centres are established at government educational institutions and government-recognised private educational institutions identified by the Deputy Commissioners of the respective districts and duly notified for the purpose," the reply stated. "All such centres function under the direct supervision and control of the Deputy Commissioners and the Board, in accordance with prescribed norms and procedures."
The minister said the continued preference for offline OMR-based examinations, while discouraging online or computer-based tests, is a conscious policy decision aimed at safeguarding the integrity, transparency, and credibility of the recruitment process.
Highlighting the safeguards in place, the minister said the Board has instituted comprehensive measures to ensure the smooth and secure conduct of the recruitment process. These include biometric and manual verification of candidates, deployment of trained supervisory and invigilation staff, an additional layer of General Administration Department (GAD) observers, CCTV surveillance wherever feasible, and thorough post-examination scrutiny and evaluation to ensure fairness and transparency.
