CEO Ganderbal warns strict action against unregistered coaching centres

Ganderbal, Jan 08: Chief Education Officer (CEO) Ganderbal, Oneel Kumar Bhat, has issued a stern warning to all unregistered coaching centres operating in the Ganderbal district, saying strict legal action will be taken against those who fail to register with the Directorate of School Education, Kashmir (DSEK). He appealed to parents to enrol their children only in officially registered coaching centres. Bhat said that in April last year, the Directorate issued a notification directing all coaching centres across Kashmir to complete the registration process. "A fresh circular issued by the Divisional Commissioner Kashmir on January 1 has also provided a specific format that coaching centres must fill out and submit," he said. So far, ZEOs have submitted details of 25 coaching centres from Ganderbal district. We will now confirm from the Directorate whether their formal registration has been completed, the CEO said. He said that coaching centres must strictly comply with Government Order No. 435–Edu of 2010, issued on 30 April 2010, which clearly outlines the rules and guidelines to be followed. These include proper electrification, adequate ventilation, safety arrangements, safe drinking water, CCTV surveillance, complaint boxes, and separate male and female toilets. The CEO further emphasised that coaching centres must ensure 10% intake of BPL category students as per government norms. "Those who have submitted the applications will be processed, but those found running without registration will face action as per rules,” he warned. Bhat said that zone-wise committees have already been formed, each headed by ZEOs and cluster heads, to monitor coaching centres. As per the latest circular, the Additional Deputy Commissioner (ADC) will act as the nodal officer, and the education department will fully cooperate with the district administration. “We will soon inspect all coaching centres. If any centre is ordered to shut down, we will ensure students receive refunds and are shifted to registered centres,” the CEO said. He clarified that the government has permitted schools to conduct remedial teaching without charging fees. “We have submitted a list of coaching centres to the Directorate and are awaiting further directions,” he said. Bhat urged coaching centre owners to complete their registration without delay and parents to verify registration before sending their children. “Unregistered centres cause unnecessary inconvenience to students. We want to ensure safe, legal, and quality learning spaces,” the CEO added.
