Udhampur, Apr 12: BJP MLA R S Pathania on Sunday accused the Jammu and Kashmir government of financial mismanagement, citing findings of the Comptroller and Auditor General (CAG) to claim that large allocations remain unutilised and key welfare schemes have seen little progress on the ground.
Addressing party workers and residents at various locations in Udhampur, Pathania said nearly Rs 34,000 crore remains unspent, reflecting gaps in fiscal planning and execution. He added that around 160 Centrally Sponsored Schemes have witnessed negligible or no expenditure, limiting their intended impact.
“This is not merely administrative inefficiency; it reflects a denial of development to the people,” he said.
He alleged that funds released by the Centre are not translating into assets, services or employment, and pointed to issues such as drinking water scarcity, erratic power supply, poor road conditions and unemployment in several areas.
Pathania also raised concern over what he described as a decline in Udhampur’s district plan allocation, claiming the district has been sidelined in developmental prioritisation.
Referring to central assistance, he said substantial funds, including allocations for infrastructure and welfare, have been provided to Jammu and Kashmir. He, however, alleged that the administration has failed to utilise these resources effectively.
The MLA further claimed that lack of coordination within the administration has affected implementation of policies and schemes.
He called for time-bound utilisation of funds, strict monitoring of Centrally Sponsored Schemes, independent audits, and accountability for lapses highlighted in the CAG report.
“Every rupee unspent is a missed opportunity, and every stalled scheme erodes public trust. The findings of the CAG should serve as a wake-up call,” he said.
