Srinagar, Feb 05: The government has allotted land to 506 landless and houseless families out of 3674 identified beneficiaries across Jammu and Kashmir under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) scheme, with construction timelines governed by PMAY-Urban 2.0 guidelines, the Assembly was informed on Thursday.
In response to a starred assembly question tabled by MLA Kulgam, Mohamad Yousuf Tarigami regarding landless and houseless families, the Department of Rural Development & Panchayati Raj said that surveys have been conducted to identify landless and houseless families in both rural and urban areas of the Union Territory.
The department said that in rural areas, the survey was conducted to identify landless and houseless families out of the Permanent Waiting List prepared under PMAY-G Phase 1st which has totally been saturated.
As per government data, out of 3674 landless beneficiaries under PMAY-G, 506 cases have been allotted land by Revenue Authorities, while 2733 cases have been rejected and 435 cases are under consideration of Revenue Authorities.
District-wise breakdown shows Bandipora with 114 land allotments, Doda with 62, Baramulla with 55, Kishtwar with 55, and Rajauri with 48 allotments being the top five districts.
For urban areas, the department said an assessment survey was undertaken to identify landless and houseless families in the Union Territory of Jammu & Kashmir under PMAY(U)-2.0. The survey was carried out through the PMAY-Urban 2.0 JKUD application developed by BISAG-N and implemented across all Urban Local Bodies, Development Authorities, and Municipal Corporations of the Union Territory through the respective District Administrations.
The department said that the list of identified landless beneficiaries out of the Permanent Waiting List (PWL) available on AawaasSoft Portal has been forwarded to the concerned Deputy Commissioner for allotment of land after due verifications under norms. As per guidelines of the scheme, the eligible beneficiaries have to be allotted 5 marlas of land and is required to complete construction of the house within one year from the sanction date.
The department clarified that PMAY-Urban 2.0 does not provide for allotment of land. Instead, eligible landless and houseless families are considered for housing through Flats under the AHP vertical, subject to eligibility.
The timeline for construction of houses for identified beneficiaries is governed by PMAY-Urban 2.0 guidelines. Under BLC Vertical, houses are constructed by beneficiaries after sanction and release of installments with completion generally expected within 12-18 months from the first installment. Under AHP Vertical, houses are constructed by implementing agencies as per approved DPRs with projects typically completed within 18-24 months from the date of sanction.
