Srinagar, Apr 04: The J&K Government on Saturday said the proposal to grant Assured Career Progression (ACP) and time-bound benefits to 10+2 lecturers is under examination, and no final decision has been taken so far.
Replying to a question tabled by Dr Narinder Singh Raina in the Assembly, the government said a subcommittee has been constituted under the General Administration Department to examine implementation of the ACP scheme for 10+2 lecturers, particularly PSC direct recruits.
The government said the issue relates to grant of ACP and time-bound promotion benefits to lecturers of the School Education Department. A comprehensive proposal was initially prepared and submitted to the Finance Department.
After examination, the Finance Department sought a detailed proposal, which was then submitted to the General Administration Department.
Officials said the proposal was discussed in the Establishment-cum-Selection Committee. Following the discussion, another subcommittee was constituted vide Government Order No. 1339-JK GAD of 2024 dated July 9, 2024.
The committee has been tasked with examining issues related to ACP and time-bound promotion schemes across departments, excluding the Jammu and Kashmir Administrative Service and Jammu and Kashmir Police Service.
The subcommittee has been directed to submit a report for consideration by the Establishment-cum-Selection Committee. The General Administration Department has placed the ACP proposal for lecturers before the subcommittee. The proposal is being revised and will be resubmitted after addressing queries raised by the panel.
When asked whether the government intends to implement ACP on the analogy of UT Ladakh, the reply said the matter is a policy issue and is under examination.
It said Government Order No. 1339-JK GAD of 2023 dated September 7, 2023 had already constituted a subcommittee to examine feasibility and modalities for implementation of ACP for 10+2 lecturers.
The government said the subcommittee is considering the matter, and once its report is received, a decision will be taken in line with the overall policy framework.
At present, no final decision has been taken on implementing the ACP scheme for lecturers in J&K on the pattern of UT Ladakh, the reply added.
