Promotion of divisional cadre posts sparks rift among Agri employees in J&K

• Issue would be resolved very soon: Com Secy Agriculture
• Release monetary funds of AEA officers immediately: JKATUF

The promotion of recently held divisional cadre posts in Directorate of Agriculture Jammu and Kashmir has sparked a controversy among the directors of Kashmir and Jammu divisions.
Addressing the media, President Jammu and Kashmir Agricultural Technocrats United Forum (JKATUF) Junaid Shah Tuesday said promotions of recently non-gazetted employees at Agriculture department were based on their seniority and eligibility grades.
“There is no need to create rift among the employees in J&K,” he said.
Shah said Director Agriculture Kashmir followed the rules as per the law of the land and there is no need to create controversy among the employees.
According to Shah, 147 Agricultural Extension Assistants were promoted to Junior Agricultural officers as per their eligibility and seniority by the department.
He said it is unfortunate that some self styled leaders in Jammu are trying to disturb the communal harmony of J&K and should be put behind the bars for that.
Director agricultural Kashmir had called Department Promotional Committee under the supervision of Commissioner Secretary and through several orders around 147 employees were promoted as AEA’s, he said.
“These posts were divisional cadre posts while Director Agriculture Jammu remained silent in the matter even after finalizing the seniority list months before,” Shah said.
He urged Commissioner Secretary Agriculture to initiate action against the Director Agriculture Jammu, while order issued by the Director Agriculture Kashmir should be implemented.
“The monetary funds of recently promoted Agricultural Extension Assistant officers should be released immediately. JKATUF also condemns the evil intensions and appeals the Lieutenant Governor led administration to look into the matter,” Shah said.
Directorate of Agriculture Kashmir had issued an order on Monday citing that DPC for Non Gazetted Cadre of Agriculture Department Kashmir was held on 24 Oct.
During the meeting Agriculture Extension Assistants were recommended for promotions on the posts of Junior Extension Officers as per seniority grades, it reads
Whereas the post of AEA is a divisional post and the promotions are to be made at the divisional level, however, till the matter is resolved by Agriculture Production department no monitory benefits shall be extended to the promoted employees, reads the order.
The order says that the employees would continue to hold the posts of JAE’s against which they have been promoted.
Earlier, agricultural technocrats Jammu had issued a statement stating that DPC’s of Agricultural Extension Assistants in Kashmir is violation of SRO-375.
They had stated that agriculture technocrats Jammu have always been treated step-motherly by the vested power corridors of the erstwhile state and no change is seen after creating of two UT’s also.
Commissioner Secretary Agriculture, Manzoor Ahmad Lone told Rising Kashmir that they are examining the issue from various angles and it would be resolved soon.
Lone said AAE’s were not in the department and they were promoted from Rehbari-e-Ziraat from 2014 onwards.
“The Director Agriculture Jammu also demands that he should also be given permission of conducting DPS’s as Director Agriculture Kashmir,” he said.
