Directs whole-of-govt approach to achieve Nasha Mukt J&K Calls for roping in religious leaders, social orgs to fight menace

Jammu, Mar 28: Lieutenant Governor Manoj Sinha on Saturday directed a massive crackdown on smuggling networks targeting the youth in the Union Territory of Jammu and Kashmir.
Reviewing the progress of the Nasha Mukt Bharat Abhiyaan in J&K UT at a high-level meeting at Lok Bhavan Jammu, the LG called for a coordinated response to dismantle the entire ecosystem of drug trafficking and narco-terrorism.
The meeting was attended by Chief Secretary Atal Dulloo, DGP Nalin Prabhat, Additional Chief Secretary Finance Shailendra Kumar, Principal Secretary Home Chandraker Bharti, Principal Secretary to Lieutenant Governor Dr Mandeep K. Bhandari, Commissioner Secretary Health & Medical Education Department M Raju, Divisional Commissioner Jammu Ramesh Kumar, IGP Jammu Bhim Sen Tuti, IGP Security Sujit Kumar, along with other administrative secretaries and senior officials.
“Deliberate and sinister efforts are being made to push the youth of Jammu and Kashmir into the abyss of drug addiction. A comprehensive, whole-of-government approach, combining stringent enforcement, robust preventive measures, and a carefully calibrated multi-pronged action plan, is urgently required to dismantle the entire ecosystem of drug smuggling and narco-terrorism,” the Lieutenant Governor said.
The Lieutenant Governor called for Jan Bhagidari (public participation) and a coordinated response against drug abuse to achieve the goal of a Nasha Mukt Jammu and Kashmir. "Citizens must be encouraged to report matters related to drug addiction and drug smuggling to the police and administration," he said.
The meeting discussed five key focus areas—enforcement, IEC (Information, Education and Communication), counselling, treatment, and rehabilitation—while integrating a rigorous social media monitoring system to counter false narratives.
Sinha directed officials to implement deterrents, especially within educational institutions, in mission mode, and to identify and strictly punish any remnants of narco-terror networks within the system.
The Lieutenant Governor also reviewed preparations of all line departments for the upcoming intensive drug awareness campaign across the UT. “Religious leaders, social organisations, ex-servicemen, NCC, NSS, Scouts and Guides, and political leaders must be taken on board in the fight against drug addiction,” he said, directing an assessment of activities conducted under the Nasha Mukt Bharat Abhiyaan over the past year.
The meeting also discussed the onboarding of all districts on the Nasha Mukt J&K Portal, engagement of nodal officers, ongoing community outreach programmes, training and capacity building, strengthening and expansion of de-addiction infrastructure and human resources, operationalisation of Addiction Treatment Facilities, the Drug De-addiction registry portal, implementation of SoPs, and activities undertaken by line departments.
On the sidelines of the meeting, the Lieutenant Governor directed senior officials to prioritise the Vibrant Villages Programme, with a dedicated focus on the inclusive development of border villages.
