MM's (Mehbooba Mufti) statement is a typical example of double talk: running with the hare and hunting with the hounds, just to keep her exit channel open. If this statement had come as a call of conscience, meant to protect the special status of the State, she would, long before, have pressed for a special dispensation on GST on the pattern of Quebec Model or EU model. The 101st Amendment was passed on August 8, 2016 and assented to on Sep 8, 2016. In the run-up to the commencement of the Amendment on July 1, 2017, we did not hear any statement from the Chief Minister or her Finance Minister talking about any of these models, which would have protected the fiscal autonomy of the State, unlike the sham of protection supposed to have been created by the Presidential Order of July 8, 2017. If Article 35-A gets struck down eventually, one can only guess who would be the last bearer of the Union flag. As for the future outlook, the concluding comment made by AG Noorani is his article is most appropriate: "But let alone the Modi regime and its agent, Mehbooba, most of the Indian Establishment shows no understanding let alone empathy for the people. Deceived continuously, the people have become assertive and resourceful. They can neither be crushed nor betrayed with a kiss any longer."
