Audit says spending since 1980 not cleared by legislature
Srinagar, Apr 06: Excess government spending of over Rs 1.24 lakh crore in Jammu and Kashmir has not been approved by the legislature, the Comptroller and Auditor General (CAG) has said.
The audit report for the year ending March 2024 states that excess expenditure of Rs 1,24,004.41 crore, incurred between 1980–81 and 2019–20, remains pending for regularisation.
Under financial rules, any spending beyond the approved budget must be placed before the Assembly for approval. The report notes that this has not been done for these years.
It states that the Appropriation Accounts from 1980–81 onwards were not examined by the Public Accounts Committee (PAC), which is responsible for reviewing government spending. Because of this, the excess expenditure has not been cleared.
“As the appropriation accounts of 1980–81 onwards had not been discussed in the Public Accounts Committee, the excess expenditure aggregating to Rs 1,24,004.41 crore is yet to be regularised,” the report said.
The audit shows that the excess spending was spread across 543 grants and appropriations over the years, covering multiple departments.
In some years, the excess expenditure was higher. The report records Rs 12,954.06 crore in 2005–06 and Rs 9,770.53 crore in 2003–04.
The issue continued in later years as well. In 2019–20, excess expenditure of Rs 5,311.53 crore was recorded before the reorganisation of the erstwhile state.
Jammu and Kashmir was reorganised into two Union Territories in October 2019. The audit notes that the excess expenditure relates to the period before this but remains pending for approval.
The report states that keeping such expenditure pending affects the system of financial control and budget management.
Responding to the audit observations, the Finance Department said the excess expenditure is a “legacy issue” and would be placed before the legislature for regularisation.
