Hakeem Irfan Srinagar, Nov 1: Calling for rolling back of several Articles extended to Jammu and Kashmir by New Delhi, senior Vice President People’s Democratic Party Muzaffar Hussain Beigh Sunday asked India to give up its claim on ‘Azad Jammu and Kashmir.’ “Centre has to roll back several constitutional Articles extended to Jammu and Kashmir. Article 1 in Indian constitution vis-a-vis schedule one regarding Jammu and Kashmir must be rolled back.
Besides Article 372 and section 4 of Jammu and Kashmir constitution also need to be rolled back,” said Beigh while addressing party seminar titled ‘Is Self Rule a way forward to the resolution of Jammu and Kashmir’. About the resolution by Indian parliament in 1994 which states that India will take back ‘Azad Jammu and Kashmir (AJK)’ from Pakistan, Beigh said, “It is a paper tiger. India must roll back this resolution as well. Neither India nor Pakistan can take Kashmir controlled by each other. India should give up its claim on AJK.” Beigh said Article 370 needs to be made permanent as special provision. “Its temporary provision must be abolished. It was Sheikh Abdullah’s accord in July 1975 that changed the nomenclature here and started the process of centrally appointed Governor.” Stating that elections have no bearing on the disputed nature of Jammu and Kashmir, he said, “Till the final and long lasting resolution of Kashmir issue, governments in AJK and this Kashmir will always be puppets.” He said India is living in fool’s paradise if it thinks that elections can end movement here. “New Delhi decides about every new dispensation here. Last time Dr. Farooq Abdullah met me on airport and said ‘NC will come to power this time as PDP is talking about demilitarization’.” Maintaining that it is high time to resolve the Kashmir issue, he said, “Otherwise people will come here wearing shrouds, which will create huge problem”. He said according to constitution of Pakistan and ‘Azad Kashmir’, “AJK is not the integral part of Pakistan.” “Pakistan has the standing on the plebiscite and right to self-determination not accession. However a treaty should be signed by India and Pakistan to change some Articles in respective constitutions for the resolution of Kashmir issue,” opined Beigh.
